Jack Wilkinson was born in Windsor, ON. And raised in England. He studied architecture, painting and sculpting and received a diploma from Medway College.He served in the Royal Air Force during World War II and came to Canada in 1957. During the 1960s he was a staff artist and senior architectural draughtsman with the British Columbia Department of Public Works.He was a staunch supporter of the arts and in 1973 he was asked to create an art policy for the department. As Chairman of the provincial Committee he was instrumental in the purchase of more than 600 pieces of art and arranged major art commissions for new provincial buildings. In 1975 he devoted himself to art on a full-time basis, and was active in the Victoria area until just before his death.
