Charles Messer was born in Bomday, India and studied psychiatry in Birmingham and Oxford, England, and was a member of the Royal College of Physicians and Surgeons. He emigrated to Canada in 1968, eventually settling in Regina, Saskatchewan. He was a founding member of the Wildlife Artists of Saskatchewan, and was active in the 1970s through the 90s.
