Joseph Purcell was born in 1927 in Halifax, Nova Scotia. He studied at the Nova Scotia College of Art (Halifax) specializing in watercolor and oil painting. Throughout his long career Purcell tended to depict that on east coast landscapes and seascapes. His work was exhibited widely across Canada, and can be found in the permanent collections of the Art Gallery of Nova Scotia (Halifax), Montreal Museum of Fine Art, and the National Gallery of Canada (Ottawa). Joseph Purcell died in 2017, in Halifax.
