Heine was born in 1928 in Edmonton, Alberta. He started his career in architecture and in commercial art. In the early 1970 he moved to the west coast of British Columbia, settling in Victoria, and focused on his own fine art painting, specializing in watercolour depictions of marine scenes. He was elected to the Royal Society of Marine Artists (London), the Canadian Society of Marine Artists, and the Federation of Canadian Artists. His work is include in many public collections including the Remai Modern (Saskatoon), Legislative Buildings of the Government of British Columbia, Maritime Museum of British Columbia (Victoria) and the Edmonton Art Gallery. Harry Heine died in 2004 in Victoria, British Columbia.
