Francis Henry Portnall was born on the Isle of Wight, England in 1886. At the early age fourteen he travelled to London to study, and from 1901 to 1905 articled with the architecture firm Pite & Balfour. Portnall emigrated to Canada in 1906, settling in Winnipeg, Manitoba and working with the firm Darling & Pearson. Portnall first came to Regina, Saskatchewan to supervise the construction of the firm's design for Know Metropolitan Church, and he relocated permanently to Regina in 1908. Portnall served overseas during WWI from 1915 to 1919. After the war, he returned to Regina, and in 1922 Portnall opened his own architectural office. His specialty was designing education, religious and residential buildings, and he is credited with many important building designs including Grace Church (Winnipeg), First Presbyterian Church (Regina), Regina Power and Light Company office (Regina), Davin Public School (Regina) and Regina College Art Gallery. Portnall was also a devoted painter, and was the first Executive Director of the Regina Branch of the National Federation of Canadian Artists. Frank Portnall died in Regina in 1976.
