Dorothy Phillips was born in Winnipeg, Manitoba, and worked as a fashion artist and became a costume designer for the Royal Winnipeg Ballet. She later spent many years in London, England as resident costume designer for the Westminster Theatre. During this time Phillips held two one-woman shows of her watercolour paintings. She returned to Canada in 1987 and settle in Regina, Saskatchewan, and continued exploring watercolour painting.
