William H. Webb was born and raised in England. In the early part of his career, he studied to become a teacher, at the Padgate College of Education, University of Manchester from 1960 to 1963, where he was an art major, specializing in painting, sculpture and printmaking. During this period Webb participated in group exhibitions at the Avgarde Gallery in Manchester and was chosen to enter his works in the Northern Colleges Exhibition in 1963.
